Rocky is a member of the Vehicle Voltron team. He is part of the Air-Sub Team, and his vehicle forms the upper torso of that Voltron. He is known to eat a lot and is nice. He is friends with Hunk from the Lion Voltron. He and Hunk have many similarities. He operates the Strato Weapons Module (#2).

He is based on the character Shinobi Kai from the Japanese cartoon Armored Fleet Dairugger XV.

Rocky was sparring partners with Hunk in their academy days.

Rocky was one of several people chosen to pilot the machine named "V-15" by Galaxy Garrison, he and his team were first deployed after the original Voltron to recapture it until he received new orders to support Voltron.

Trivia

According the backstory in the Fleet of Doom film, Rocky met and became friends with Hunk back when they were both in training at the Galaxy Garrison.
